摘要：This paper intends to analyze the main components of the reform of the local public finances from
Romania. Both the reform of the public administration, and also the reform of the property have
influenced the reform of the public finances. This paper also discusses the four elements of the reform
which lay its foundations : the right of the local communities to have and to collect the equity
earnings, the right to collect shared taxes, but also the right to raise loans. Finally, the paper tries to
give the definition of the concept - local public finances, for the science of finances in Romania.
