摘要：Beginning with the year 1988, the structural funds act on the basis of four key principles, namely: the
concentration, the programming, the partnership and the additional character.
Irrespective of the sense that the reform of the structural policy takes, either in the direction of simple
corrections at the level of mechanisms and procedure, that, actually, do not change the basic elements
of the present policy of economic and social cohesion, or in the direction of radical transformations ¨C
such as the rationalization of the cohesion policy ¨C the immediate period of time will project a new
policy of economic and social policy, one that is different from that we know today.
