摘要：The new States members, by means of the PHARE ISPA and SAPARD programs, have accumulated
already experience in using the structural instruments ¨C that was not the case in the previous
enlargements ¨C and they must to act further for strengthening their capacity concerning the
management of the community funds, so that, as States members, they are able to use these funds with
the best results.
