摘要：The public needs, no matter at what level they appear (central or local), always have an unlimited character. For
these, the rules of the de jure or of he democratic state levy the payment of the taxes, as sources of financing the public
services. A relation is thus generated, well known by all of us, between the financial resources, of budgetary nature,
and the public services which are to be performed by the authorities, in terms of quality and performance.
