摘要：The creation of the European Union required the overcoming of numerous political, cultural and
economic obstacles. The common political will made possible the European Union project and the
cultural differences, although undeniable, did no longer represent an obstacle, as the European
citizens came to terms with the fact that the European Union does not mean the loss of their cultural
identity. In the economic field, important performances have been reached, such as the elimination of
customs barriers and the creation of a unique currency. If in the monetary field (monetary policy), the
states came to accept the unique European currency, the fiscal field is far from wining everybody¡¯s
agreement as no state is willing to give up its right to cash taxes from its tax payers as it pleases.
