摘要：The experience of the former socialist countries that have been included in the first
wave of adherence shows that there are two directions for a new view of the budget construction:
the first direction is that of accentuating the primary role the budget plays in a market economy, i.e.
that of the most important instrument of economical policy of the state; the second direction is that
of a gradual approach to the UE budgetary principles. A new budgetary view also means a new
conception of development and integration strategy.
