摘要:The objective of the study is to evaluate by defining whether the leadership behaviors ofprimary school inspectors during their inspections and institutional culture are consistent withcharacteristic of learning organizations. To the study results, inspectors think institutional culturecontributes to their development at “intermediate level”. However, while inspectors think theycarry out leadership behaviors at “advanced level” during the inspection, school directors andteachers think the inspectors carry out leadership behavior at “intermediate level” whileinspecting their schools. According to these results, institutional culture where primary schoolinspectors take part is not exactly consistent with the culture of learning organization. Differencebetween the perceptions op the groups is also likely to make the collaboration among inspectors,director and teachers difficult, and to prevent primary school inspecting system to become alearning organization.
