摘要：I can understand that reaction, and I also know that other people who have worked in Africa and love Africa like me will find some of my suggestions appalling. Some will think me neocolonialist for virtually suggesting that the international community take over African schools and HIV/AIDS programs. But as I point out in the book, Africans themselves have been asking for years why outside aid can't be made more direct and effective.
