摘要：The Minister of Finance presented the Budget to Parliament on 23 February 2005
against a background of solid domestic macroeconomic performance and a supportive
international environment. Sound fiscal policies and a conservative debt management
approach over several years contributed to lower debt service costs and provided a
platform for a more expansionary fiscal stance. Accordingly, resources would be
redirected towards areas of priority, making the Budget more supportive of the poor and
more geared towards developing both human and physical capital – indispensable
preconditions for long-term growth and sustainable development.
