摘要：Because analyses by EIA are required to be policy-
neutral, the projections in AEO2006 generally are
based on Federal and State laws and regulations in
effect on or before October 31, 2005. The potential
impacts of pending or proposed legislation,
regulations, and standards¡ªor of sections of
legislation that have been enacted but that
require implementing regulations or appropriation
of funds that are not provided or specified
in the legislation itself¡ªare not reflected
in the projections.
