摘要：The promotion of private sector investment has been at the core of the
Bank¡¯s strategy for sustainable growth and poverty reduction since at
least 1991. A healthy business environment is intended to increase investment,
and in turn to create jobs and raise the incomes of the poor. Private
sector investment also requires an effective and accountable public sector
in order to protect property rights and ensure equitable and consistent treatment
under the law.
