摘要:Over the years, the Bank¡¯s strategy has broadened its focus beyond physical
investments to policies and institutions. Policy reform and institutional
development are seen not as ends in themselves, but rather
as necessary to creating an environment that is¡ªbased on the Bank¡¯s and others¡¯
analyses of development experience¡ªconducive to pro-poor growth
and widespread, sustainable poverty reduction. Recognizing the inherently political
character of policy reform and the diversity of country contexts, the Bank
espouses an approach to policy reform that is grounded in country leadership
and ownership of the development agenda, with Bank support customized
to country circumstances.
