摘要:A whole-of-government approach to structural reform can benefit society. Structural reforms span
the public sector, affecting numerous departments and agencies. The barriers to trade that exist in
practice are often determined not by a single department, but by the interaction of several different
departments. The benefits of removing these impediments and improving policy coherence can
include a reduction in uncertainty, increases in public sector productivity, and a reduction in the cost
to the government which can lead to stronger economic growth.
