摘要:To date most of the work that APEC has done on structural reform has focused on regulatory
reform. Regulatory reform was a natural starting point for APEC¡¯s work as it is arguably the core of
structural reform and contributes to all of the four other LAISR priority areas. Moreover, poor
regulatory policy can be one of the major inhibiting factors on doing business and trade. Regulation
is also one of the fundamental tools of government as it allows governments to influence the
behaviour of firms and consumers by changing the incentives that individuals face. Regulation can
be used to protect a group or a resource; to encourage or discourage certain actions; or to prevent
specific actions altogether. By changing the action of individuals, governments can change the
behaviour of the economy. This section will look at regulatory reform as an important subset of
structural reform.
