摘要：Japan is finding innovative ways to address its 'post-bubble' stagnation of the 1990s and the need to increase economic performance. Major policy changes have occurred in local development programs, focusing on measures designed to upgrade existing industrial complexes and to develop technological strengths. The Commentary lays out details of new technology cluster programs, reforms in higher education that encourage links between local universities and industry, and allied local government initiatives in Japan. It argues that much can be gleaned from examining local economic development initiatives operating in a contrasting geographical and socio-economic environment. Based on recent Japanese experience, future policy in B.C. and Canada should investigate the possibility of generating technology cluster studies for each provincial region and greater support should be given to building up capacity and technology leadership in each region. University-industry links should also be strengthened.
