摘要:This section of the Report Card deals with the noneconomic
aspects of Canada.s ties with Asia: Security
Relations, Development Assistance, Projection of
Canadian Values, and Media Coverage. In these areas, assessment
must necessarily be subjective, as dollar values
or volumes of exchanges are not relevant. Performance in
each area except Media Coverage is largely in the hands
of government, so the grades awarded are essentially a
measure of government performance . of relevant policies
and the degree to which they have been effectively
implemented. These are the yardsticks used to arrive at
grades. On the other hand, Media Coverage is the only
area of the Report Card in which there is no government
input. Policies adopted and performance achieved are in
the hands of the private sector (with CBC a grey area
between private and public sectors). The methodology
used this year to help reach a grade in Media Coverage is
explained in detail in that section.
