摘要:A year ending in three zeroes would be more than a numerical
artifact, even if pre-pentium techies had splurged on more
date bits and spared us the biggest fix-it job in history. Quite aside from
the surge in demand for Cobol programmers, dried food, and survival
gear, the metaphysical side of us wants to see the year 2000 as a
significant milestone, an occasion to take stock of where we are, and
where we would like to go. Opportunities for reflection are rare, so we
should take advantage of the fact that the 1999 Federal budget will
touch the year with all the magic.
