Having convinced the editors of Canadian
Business Economics this book is a must read for all
students and practitioners of Canadian economic
policy, I was asked to review it. Given the trends
of globalization and reduced border restraints of
the past 50 years, a common view is that crossborder
relations have become dominant and intra-
national-border relations have become secondary.
Not so argues Helliwell, based on a mass of
quantitative and qualitative evidence. While the
trends have increased the importance of crossborder
relationships, activities within national
borders continue to be immensely important, a
conclusion that is profoundly important for economic
performance and policy of nations.
