摘要：2005 was an excellent year – the best yet – in terms of executing the Structural and Cohesion Funds
budget(1). It is a result that highlights once again the dynamism of cohesion policy, with less than a
year to go before the start of the next programming period. Following intense inter-institutional dialogue
in 2006, the partners implementing this policy will have by January 2007 the necessary legislative
and fi nancial framework with which to complete preparations for the new development programmes.
Driving their eff orts will be the Partnership for Growth and Jobs set up to re-launch the
‘Lisbon strategy’. Two Commission reports help take stock of the situation: the General Report on the
Activities of the European Union (2) and the Annual Progress Report on the Lisbon Strategy (3).
