摘要：In a knowledge-based economy
and society, human resources in the
research and development sector
are one of the key factors of maintaining
competitiveness. This is
especially true of a small country
like Slovenia without any special
natural resources. The paper is
based on a research project, prepared
for the National Research and
Development Program of Slovenia
for the period 2006-2010. It starts
with a theoretical and methodological
basis of human resources in R&D,
followed by a short overview of the
current situation regarding these
resources in the EU and a presentation
of the current situation
and trends in Slovenia in the period
1990-2005. Finally, the main
conclusions are presented.
