摘要:On July 9 the European Commission released the Final Report by the High Level
Group on Digital Rights Management, which summarises the work of the Group from March to
July 2004. The involved representatives agreed in particular on the need for interoperability and
open standards for the benefit of both consumers and companies. The achievement of a common
position on interoperability might be seen as a success. However, it is worth noting that the
remaining parts two and three of the report titled ¡°private copying levies and DRM¡± and ¡°migration
towards legitimate services¡±, have not found the support of the consumer organisation involved.
