摘要：Thanks to the strong economic growth after its handover to the Motherland, Macao
has sustained positive fiscal balances since 2000. Yet, the tax base of the Special
Administrative Region (SAR) is narrow and its major source of public revenue is
highly sensitive to economic fluctuations. This has made it all necessary for the SAR
Government to uphold the principle of prudent management of public finance. In
the light of the SAR Government’s announcement to improve the fiscal reserve
system in the “2007-2009 Public Administration Reform Road Map”, this paper
reviews the current practices of fiscal reserve system in representative economies,
which can serve as a useful reference for Macao.
