摘要：Since the aim of language (communication) is totransfer the meaning, written language has an importantfunction in this context. The meaning to be formedthrough written language depends on written expressionto be correct and accomodating gramer rules. Writingshapes thought or meaning provided that it conformswith rules of the language. It should be taken intoconsideration that when expressed in written format,language, whose basic function is conveying meaning,gains value depending on the possibilities of writing.The existence of written expression depends on therules of the language and the existence of thought. Therules of writing gets formalised in connection withgrammer rules that emerges through the developmentprocess of the language. Then, there is a relation betweengrammer and both scripture (literary) and writing. Sincethe meaning and sound components lies in thefoundation of grammer, this paper critizes therelationships between scripture (literary) and meaningand writing and sound. In doing so, the commonstructure between the rules of writing and meaning andsound systems of the language will be analysed.In order to support above mentioned argument ofthe paper, the relationships of meaning-scripture(literary), and of writing-sound are explained based uponrelevant literature. next, the existence of suchrelationship is critically analysed though the examplestaken from “writing guidance” publishhed by TurkishLAnguage Institution in 2005.In conclusion, the rules of writing in Turkish isconstructed based upon the characteristics of meaningand sound. however, some of the meaning cases are notreflected in the rules of language writing. Therefore,phonetic alphabet and expression suits Turkishlanguage.
