摘要:Nobody likes high taxes. They kill the incentive
to work or invest. They are, however,
the unavoidable result of a political
decision in favour of a high level of public
services, such as education, healthcare,
infrastructure and social security.
Relative to the US, the Netherlands has
a large public sector and high taxes, with
a top marginal income tax rate of 52 percent.
In the current crisis, a welcome
side effect of high taxes becomes apparent:
they cause so-called automatic stabilisation.
Automatically (that is, without any discretionary policy
measures), tax receipts will drop sharply and cause the budget
balance to deteriorate dramatically. But why does this lead to ‘stabilisation’?
