摘要：Despite many years of environmental policies, many policy
goals have still not been achieved. To explain the discrepancies
between the actual situation and the policy goals, we have
studied four cases in detail. Although each case has its peculiarities,
together they show at a general level some similarities.
It appears that in formulating environmental policy goals, policymakers
have paid insufficient attention to the issue of how
to realise these goals. Moreover, when explicit instruments are
part of the policy, policymakers have had a tendency to be too
optimistic about their effects.
