摘要:The reduction of unemployment and the increase in the level of
participation in the workforce have been set as major objectives
for members of the European Union. The Lisbon and Amsterdam
Treaties have set clear targets for these, and the member states are
looking for models and frameworks upon which to base their policies.
In the April issue of CPB Report, Huizinga (2001) shows that
the Dutch example is one to be considered carefully. In the 1990s
employment rose by 1% a year on average, well above the EU
average, and even faster than in the US. Even after correcting for
changes in hours, the full-time equivalent participation rate rose
by 4 points to 54 percent, whist in general it fell elsewhere in the
European Union.
