摘要:In 1998, the Ministry of Transport, Public Works and Water
Management, and the Ministry of Economic Affairs started a
research programme called OEEI (¡®research programme on the
economic effects of infrastructure¡¯). The most important product
of this research programme was a manual for the cost-benefit
analysis of transport infrastructure projects, published in 2000,
and co-authored by NEI and CPB. After two years of experience
with the manual, it was time to evaluate the application of the
manual in practice and to look more closely at one of the issues
that has raised frequent debate: the measurement of indirect
effects of transport improvements. This was the dual goal of the
conference held on June 25, 2002 in Rotterdam.
