摘要：The enlargement of the EU, with ten new member states,
compels the Union to reform its decision-making process and
to reconsider its policies. At the same time, developments
such as ageing require EU member states to reform their welfare
states. Where will this bring the EU and its member
states? How should policymakers deal with this uncertainty
when taking decisions about strategic policy issues? A tool is
needed to analyse such questions. This article summarises a
recent CPB study, ¡°Four Futures of Europe¡±, which develops
four long-term scenarios on the future of Europe.
Policymakers can use these scenarios as backgrounds against
which to hold their policies for the next few decades. The
study also discusses the policy agenda for international organisations
and European governments to deal with various challenges.
