摘要：The solution to the problematic of immigration, to the light of the present
internal social and demographic economic realities, implies to take into account
its effects: necessities of growth and diversification of the economy, the
rationalization of the augment of population and, mainly, the correction of its
marked tendency to the urban concentration, as well as the social situation of
unemployment and misalignments. For that reason, a legal sphere is required,
in order to tune the existing legislation to the new realities; an institutional
structure reorganized in its instances for the pursuit and control of the foreigners
who enter the country and finally, an oriented strategy of social order to the
recognition of the rights of the migrants, extensive to their familiar nucleus.
