摘要：The study is framed in the development line and perspectives of the decentralization in the Venezuelan Municipality It is a confirmatory documental expostfacto investigation of comparative and descriptive type; the study unit is the Municipality of Valencia at Carabobo State. With this investigation was determined the relationship that exists between the Venezuelan decentralization and the cultural policies evolution; by means of the comparative study among the National Council of the Culture (CONAC) and the Municipality of Valencia at Carabobo State, during the period 1990-2002. For the gathering of the information an instrument type of checkup was designed. The obtained results were presented in exam squares and they were complemented with statistical graphics to complete the analysis of the factors and the variables. The analysis was carried out by means of the application of the logical techniques to decipher the picked up data. The results conflrmed that the organization
and fmancing factors are related to the process of the political decentralization and to the cultural policies evolution.
