摘要：One of the worst problems of the Venezuelan society is the citizens' insecurity. The objective of this investigation is to analyze the inefficacy of the public policy of security applies to solved the high delinquency indices in the North Zone of Valencia city at the Carabobo State. Pretending to describe the operative function of the State police and verify the effectiveness of security apply in 1999 untill 2001. It developed an analytic- descriptive investigation with camp design. Concluding that the police's operatives that developed in Carabobo are not effective.
