摘要：The promotion and managing of development as accountability of
public management, requires of an adequate relation between the process
of planning and the levels of territorial expression of the information, so that
in this way, produces decisions not only sustained on national data, but also
rooted in the knowledge of the potentials and realities of the regions and
cities, a possibility that can be built through a system of regional accounts,
of which its components and most relevant characteristics are defined.
