摘要：The theory of taxation comprises two related areas. Positive analysis considers the
incidence of taxation, i.e. who actually pays the tax, and measures the welfare effects
of different taxes. Normative analysis seeks to determine the tax system, which serves
society best. Both approaches are discussed in this article. Space limitations dictate that
a number of important topics receive only a summary treatment in the fi nal section.
