标题:Do aid transfers reduce recipient government's incentives to mobilise domestic resources? Time-series evidence from Costa Rica, Pakistan and the Philippines

摘要:In recent years there has been a call for donors to increase aid flows to developing countries in order
to meet the widely agreed in Monterrey, Millennium Development Goals. However, there is a
general belief that increases in aid flows would encourage public sector authorities in countries
receiving aid to reduce their taxation efforts. Empirical evidence based on the fiscal response
framework appears to be rather mixed regarding this issue. This paper uses an alternative
methodology to the fiscal response framework to investigate the effects of aid flows on public sector
revenue response in Costa Rica, Pakistan and The Philippines. The methodology adopted in this
paper is known in the time series literature as the bounds test approach to cointegration. Our results
seem to suggest that while there is evidence of revenue reduction in the short run, in the long run aid
flows tend to crowd-in government revenue.
