“My cargo of copper wire was held up in Durban, South
Africa, for a week,” says Michele, a Zambian trader. “The
port authorities required proof that the wooden pallets on
which the wire was loaded were free of pests. After some
days the Ministry of Agriculture’s inspector checked that
the wood was fumigated, for a $100 fee.”
