摘要：The Board has established policies, precedents and procedures regarding by-law
development, enactment, approval and implementation, as well as by-law enforcement
and assessment appeal procedures. All by-laws proposed under section 83 are
reviewed to ensure conformity with the Canadian Charter of Rights and Freedoms and
enabling legislation, comprehensiveness, equity and natural justice, fairness, adequacy
of notification and appeal procedures, and the absence of ministerial liability.
