摘要:The growth of reciprocal preferential trade agreements (PTAs) has been
significant in recent years. Over 300 such agreements have been
reported to the WTO. The trend shows no signs of abating.
Predominantly a EU-driven phenomenon in the past, PTAs have been
proliferating in all parts of the world, including Asian countries and the
US, nations that were strong proponents of multilateralism in recent
decades. Virtually all countries, including developed and developing, are
now members of one or more PTAs. The difficulty of making progress in
the WTO forum on negotiating further trade liberalization and related
policy disciplines, most recently reflected in the suspension of the Doha
talks in the summer of 2006, is likely to induce even greater investment
in regional cooperation. Noteworthy in this connection is the emphasis
put on PTAs in the EU’s most recent trade strategy (EU 2006), following a
period in which the negotiation of new regional agreements had been
put in abeyance in favor of focusing on the WTO process. Whatever the
final outcome of the Doha round, PTAs appear likely to remain a central
feature of international cooperation on trade and investment policies.
