摘要：It is clear that the advances in telecommunication have radically transformed many aspects of life and
business. These advances have led to the emergence of a whole new type of way of living and
working. Most people though, working or unemployed, are unaware of the real implications and the
range of possibilities that Information and Communication Technologies (ICT) applications and
products can offer. Among the barriers that are preventing the broad use of the new technologies, and
especially of the Internet, are:
. Low awareness of information and communication technologies¡¯ tools;
. Insufficient ICT infrastructure;
. Low awareness of Internet¡¯s use and its benefits;
. Lack of language training.
