摘要：The ideas about .party., .discordance. and .elections. are presented
in according to the Sim¨®n Bol¨ªvar¡äs (1783-1835) postulates in the
begining of his public life and before of the publication of the Charter
of Jamaica (september 6th., 1815). The central idea is concerning to
the political competition, which is not seen as a positive element in
this period and about the war too, which is able to explain this position
partially. But the war can not explain this position completely because
Bol¨ªvar doesn¡ät values the debate positively and because he is
centered in description of its negatives characteristics. (Translated
