food-assistance programs
totaled about $17.7 billion
during the first 6 months of fiscal
1998 (October 1997-March 1998),
almost 7 percent less than in the
same period in fiscal 1997 (see
table). If this trend continues for the
entire year, it will be the second consecutive
year in which annual
expenditures on food-assistance
programs declined from the previous
year. (In fiscal 1997, total annual
food-assistance expenditures fell 6
percent, the first decrease since fiscal
1982.)
