around the world faced serious
food emergencies requiring international
food assistance. The causes
of these food shortages are varied and
complex. The locations, as indicated on
the map, are painfully familiar. All the
countries affected in 2003 had experienced
food emergencies for at least
two consecutive years. Many had been
plagued by severe food shortages for a
decade or longer.
