摘要：The European construction is an economic and political process that began at the end of the first
world war. Its beginning stage favoured the economic dimension as compared to the social dimension. The
functional approach adopted by founding members of the European construction (neglecting the elements of
spatial extension) has favoured an integrated sector integration. However, it was not accompanied by the
construction of an adequate social and economic space. The politics for regional planning and sustainable
development of human settlements are imperative elements of the national policies.
