摘要:Global civil society is considered both a support of global governance structures and a
transformative realm in which to create alternatives. Using the Jubilee 2000 Debt Campaign as a demonstrative
case, this author argues that transnational groups do have emancipatory potential and are not only involved in
maintaining current global governance. Through its inclusion of a plurality of voices, Jubilee 2000 suggests that
democratic spaces can be negotiated, reformed and created in the global realm.
