摘要:This paper takes a critical look at selected economic issues and topics of the New
Economy in Germany/the EU and the US. We analyze some key links between ICT
dynamics and productivity growth; we take into account major arguments from the
recent productivity growth debate in the US and Europe. There are considerable
opportunities for productivity growth in the New Economy, however, one should
not overlook the significance of imperfect (digital) information markets. These im-
perfections stand for considerable barriers against rapid digital growth in a key field
of the New Economy. Based on empirical findings and theoretical analysis we dis-
cuss rational options of economic policy for promoting the New Economy and eco-
nomic growth, respectively – some of the reflections are with particular reference to
Germany where we find some opaque policy elements in the early 1990s. Govern-
ments in Germany and the EU countries, respectively, face several options for en-
couraging digital growth: important fields concern labor market policies and educa-
tion policy, R&D promotion, regulation of telecommunications and the internet, and
capital market regulations and taxation. Consistent government policies could raise
economic growth in the medium term in Germany – and in some other EU countries
as well.
