摘要:The rise of Abbasids after the Ummayad’ fall was one of the most important
turning point in Islamic history. In his report, Risaletu’s-Sahabe, submitted to
Caliph Mansur, Abdullah Ibn-al Mukaffa, a clerk of Iranian origin, gave a de-
tailed account of the structural dimensions of the changes occurring in the
realm of politics, society and religion. In the risale, Mukaffa underlined a se-
ries of reform which he saw necessary. These included turning paramilitary
groups of Horosanians into a regular army, the need for legislation in order to
put an end to legal chaos, need for radical reforms in taxation and land sys-
tem, giving priority to Iraqi ulema in state-religion relations and strong cen-
tralised bureaucracy. Maukaffa’s disputed personality; he was accused of
heresy, and his intellectual capacity as much important as that of his Risala
itself. The purpose of the paper is to examine the writer and his book in their
historical context.
