摘要：Institutional arrangements for water resources management at river basin level were first introduced
in Mexico as early as the 1940s, with the main objective of fostering water-based socioeconomic
development. Institutions were again established at river basin level in the 1990s to
improve water management practices. Despite these efforts, results have been very limited
with respect to efficient and equitable management. Today Mexico’s regions are asking for a
larger role in planning, managing and decision-making. There are signs that some states have
made progress in planning and managing their water resources.
