摘要：How can developing countries acquire badly needed modern energy services without damaging
human health and the environment within their own borders and beyond? Will they be able to
profit from lessons learned in developed countries? How can energy efficiency be increased in the
developing and developed world at the rate required? How can pollution – which, it is now recognized,
“does not respect national borders” – continue to be reduced? These are some of the
issues addressed at Monterrey, in the context of sustainable development and energy. International
initiatives, including those in which UNEP is involved, are described.
