摘要:The Great Kanto earthquake of 1923 was the first, and probably last, major disaster in
Japan1
. The payment of fire claims arising from the fire and directly or indirectly caused by the
earthquake became both a political issue and a social problem. Some insisted loudly on the
invalidity of the earthquake exemption clause in fire policies, and others claimed that fire
insurance companies should pay insurance money via extra-legal means. Although it is clear
that the exemption clause was effective, public opinion at that time forced insurance companies
to take some action towards payment.
