摘要：We present findings of an analysis of a new dataset containing information on 2049 Welsh production firms and 700 production firms from each of the Republic of Ireland, Scotland and South West England. The information relates to patent publications and grants since 1983, firm sales, employment, sector of business and headquarters location. The proportion of patent-active firms in Wales is healthy compared to the other regions, yet the intensity of patent activity and the rate of commercial success appear to be weaker. Overall levels of activity are weakest in Ireland. For UK regions generally, patent applications and business R&D expenditure appear to be inversely correlated. The paper raises concerns about the ownership of intellectual property in multinational firms, noting that many ‘local’ inventions have patent registrations at headquarters addresses and could be charged back to subsidiaries at inflated transfer prices.
