摘要：On December 20, 2008, the Financial Bureau of the Ministry of Finance published the JGB issuance plan
for FY2009, released together with the Ministry’s draft budget for FY2009. At present, the outstanding
amount of general bonds is massive, exceeding 540 trillion yen, and large-scale issuance is expected to
continue in the future. Under these circumstances, the Financial Bureau of the Ministry of Finance
establishes a JGB issuance plan for each fiscal year in line with the fundamental goals of the debt
management policy such as 1) the achievement of stable and smooth financing and 2) the minimization of
medium- to-long term financing costs.
